While I'm very open to better ways, I've found that expressing the percentages of users who achieve certain response times to be easily grasped by myself and those reported to. Averages and Medians can be highly misleading and don't really help understanding. Percentiles is the way to go.
“95% of all Page Requests were completed in under X seconds” and so on.
