The author finds it hard to understand the World Bank's continuing stance because he has maybe not taken psychopathy into account.

The author's comment must be ironic, given that the author is certainly familiar with the hegemonic context underlying the Bank's history. World Bank policy choices are not about finding tools for development, but rather maintaining existing hegemonies.
