In Portugal ppl do not really use picture, but I never really made one
there. In France they all put picture, and even address ! I did apply
for a job here without picture, since I do not like it. I can tell
also that in the UK the advise is NOT to put a picture, unless asked .

Think of it like a motivation letter in BEST. If you read hundreds of
those you know what I'm talking about, Try to be different, be
personal, explain why you REALLY want that job ... and you are ready
to go.
