The client is free ... and allows you to construct Cmaps on your personal computer. However, sharing, inter-map linking, synchronous editing, etc require access to a CmapServer which is only free for "Non-Profit Educational" use (commercial use requires a commercial server license, which in turn requires special commecial clients).
