It's  Diigo.com.
The author hopes, that Diigo soon upgrades its wysiwig-sticky-note-annotation-engine by a wysiwig-wiki-annotation-engine. Any experience, with other social annotating communities?

This listing, I hope, may help you find the right social bookmarking service and understand the different kinds that can bookmark, exempt for some Specialized bookmarking, I limited the list to webpages, not the music, video or maps bookmarking unless it can also bookmark web pages.
